Employment Assessment

Description:

An exciting opportunity for an experienced candidate who can examine employment related issues such as illegal employment of foreign workers, temporary workers, poor working conditions, forced labour, tax compliance and inconsistencies of private employment agencies, etc. The candidate must also be able to review to current employment legislature related to the abovementioned topics and draft an initial memorandum (or startnotitie), a memorandum of elucidation or (nader rapport), etc. In collaboration with others the selected candidate must also provide recommendations, conclusions, etc for the implementation of an efficient and effective structure for employment (private) employment agencies.   

The candidate must also be able to engage in philosophical debates and reporting with governments, law-makers, stakeholders and the public regarding illegal employment of foreign workers, poor working conditions, tax compliance and inconsistencies of private employment agencies, strategies, efficient and effective structure for employment agencies, etc. Must be acquainted with and comfortable with Dutch Caribbean culture, history and political environment.

Requirements:

Phd, Master’s degree in Labour Law, Labour Regulation, (Labour) Institutional Framework Administration, Labour Market Research, Labour Economics, Private Employment Administrator, Public Administration or a related field;

– Experience in writing initial memorandum, memorandum of elucidation, etc;

– Demonstrates understanding of labour legislation, policy and guidance;

– Undertake and assist on labour (agency) assessments and surveys;

– Knowledge of Python, R(studio), Power BI, Excel, SQL ;

– Good English (and Dutch) communication skills, both written and verbal;

– Ability to work independently and in a team;

– Valid working permit in the Netherlands & Caribbean;

– Self sufficient, proactive, curious and a problem solver;

– Strong interpersonal and good communication skills with the ability to work effectively;

– Analytical, insightful, accurate, perceptive, innovative, etc.;

– Creative, resilient mindset and enthusiastic about nature conservation.

Responsibilities:

– Contribute to the development and implementation of  structured and economically responsible labour legislation;

– Develop and drafting initial memorandum, memorandum of elucidation, etc.

– Understanding and the economic consequences of employment strategies;

– Responsible for providing legal, and/ or technical and/ or scientific expertise;

– Deliver high quality reports, data, etc.

– Reporting;

– Site visits abroad (Caribbean);

– Exposure to the complete project life cycle from concept to execution.
